1.2 Course description

This course examines emerging compliance issues in a global context. Regulatory developments in financial crime prevention, digital assets, and cross-border coordination are evolving rapidly across jurisdictions.

Topics include the role of international standard-setting bodies (FSB, BCBS, IOSCO, FATF), global regulatory developments for emerging issues such as digital assets, frauds and sanctions.

The course combines policy and regulatory analysis with practical considerations for compliance professionals. It comprises 11 three-hour seminars covering international standard-setting, local implementation, and practical issues for compliance professionals. There will be guest sharing sessions with incumbent regulators, policymakers and relevat international and domestic stakeholders. The final session is dedicated to group project presentations.

Learning Outcomes

2.1 Course Learning Outcomes (CLOs) for this course

CLO Have a solid understanding of the functions of key international relevel international organisations (including FSB, BCBS, IOSCO, and FATF) and their relevance to compliance practice in the domestic context.

CLO 2 Be familiar with global regulatory and compliance developments for digital assets ranging from virtual asset service providers, various forms of digital money and global comparative frameworks.

CLO 3 Understand the cross-cutting issues of digital and traditional finance, including prudential treatment and tax transparency regulation.

CLO 4 Gather an insider perspective and be able to think like a supervisor in appreciating multi-disciplinary/-jurisdiction compliance challenges.

CLO 5 Be able to critically analyse emerging issues such as AI, RegTech, sanctions, and geopolitical fragmentation in a compliance context.

CLO 6 Demonstrate the ability to research and present on an emerging compliance issue in a global context.

Learning Activities

4.1 Learning Activity Plan

Seminar: 3 hours / week for 11 teaching weeks
Private study time: 9.5 hours / week for 11 teaching weeks

Remarks: the normative student study load per credit unit is 25 ± 5 hours (ie. 150 ± 30 hours for a 6-credit course), which includes all learning activities and experiences within and outside of classroom, and any assessment task and examinations and associated preparations.
